The Senate introduced a package earlier this month that would have delivered about $60 billion to Ukraine, which recently had to withdraw its forces from the key city of Avdiivka. But the House went into a two-week recess without approving the relief package.

“We are seeing some setbacks, even in the last few days, because Ukraine did not have enough ammunition to defend the city of Avdiivka in the east. But at the end of the day, Ukraine still has the capability if we give them the tools and resources they need to be able to prevail in this war,” Sullivan said.

“It is up to us, the United States and our allies and partners, to fulfill our commitments,” Sullivan added.
